About The NHP Foundation Headquartered in New York City with offices in Washington, DC, and Chicago, IL, The NHP Foundation (NHPF) was launched on January 30, 1989, as a publicly supported 501(c)(3) not-for-profit real estate corporation. NHPF is dedicated to preserving and creating sustainable, service-enriched multifamily housing that is both affordable to low and moderate income families and seniors, and beneficial to their communities. Through Family-Centered Coaching, NHPF’s subsidiary Operation Pathways engages with, and assists, families experiencing poverty and other hardship, to problem-solve together. Through partnerships with major financial institutions, the public sector, faith-based initiatives, and other not-for-profit organizations, NHPF has 56 properties, including approximately 10,000 units, in 15 states and the District of Columbia.

NHPF BUILDS Chicago

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. Our varied preservation and construction strategy in the Windy City dates to 2016. That year, NHPF acquired two SRO (Single-Room Occupancy) properties, The Mark Twain Hotel and The Hotel Covent. Working closely with the City, local Aldermen, and state/ regional funding agencies, NHPF completed a successful rehabilitation and opening of The Mark Twain in 2020. The property has since won numerous design and preservation awards as well as praise from our partners in Chicago. Work on the rehabilitation of The Hotel Covent completed in 2023. SRO acquisition and restoration is a unique feature of Chicago’s affordable housing landscape, due to Chicago’s Single-Room Occupancy and Residential Hotel Preservation Ordinance of 2014. NHPF is proud to be part of this important local restoration effort. In 2016, NHPF, via its Affiliate Program, partnered with The People’s Community Development Association of Chicago, Inc. (PCDAC) to develop land in East Garfield, a community in need of revitalization, and created 36 affordable two, three, and four- bedroom apartments. The result of that successful partnership, Harvest Homes Apartments, expanded to include further affordable units in a Phase II design that is before the City for approvals today. NHPF’s presence in Chicago also includes the 2019 acquisition of Berry Manor, 57 units of affordable housing. Berry Manor’s substantial renovation was completed in 2023. NHPF Builds Chicago. NHPF established a Chicago office in 2016. Owing to our excellent relationships with entities from the City of Chicago, HUD Chicago, local CDFIs like CIC and CCLF, religious organizations like PCDAC, community leaders, and providers of services from clinical case management (Renaissance Social Services), to historic tax credit advisors and design and construction partners, NHPF has made significant inroads in the City. This has led to increased opportunities with current projects in our pipeline to continue to preserve and create affordable housing in the Windy City. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health, and well-being.

NHPF BUILDS CHICAGO

The Mark Twain Permanent Supportive Housing/Affordable Living in Downtown Chicago, Illinois Built in 1932, The Mark Twain is located at the newly renovated CTA Red Line Clark/Division Station. Both are located in Chicago’s Historic Gold Coast neighborhood. Nearby to transportation, restaurants and more, the Mark Twain Hotel offers a convenient place to live in a thriving neighborhood served with 24 hour access to public transit.

This historic five-story, elevator building functioned as an SRO (single resident occupancy) hotel. Preserved in accordance with Chicago’s SRO Preservation Ordinance, which passed in November 2014, The Mark Twain is NHPF’s first SRO property in Chicago. It contains 148 SRO units with private bathrooms. This property also includes a resident lobby and enhanced private service area for on-site clinical case management, a parlor for community activities, a laundry room for residents’ use and 4 public serving retail spaces on the ground floor, The rehabilitation of the historic Mark Twain hotel in Chicago was a landmark achievement for NHPF. With work beginning in 2018, this substantial renovation of a historically significant property transformed the building from a significant but aged affordable housing resource into a modern, desirable SRO property in the heart of Chicago’s Gold Coast neighborhood. All units were converted into true studio apartments with the addition of full kitchens. Other upgrades included façade preservation, new windows, a new HVAC system, updated electrical and plumbing fixtures, and updated bathrooms. Common areas were also historically restored and a new outdoor roof deck added for residents’ use. Construction was completed in 2020 with a total development cost of $54.3M which included participation from City of Chicago $5M, $17.6M LIHTC and Historic Tax Credit Equity from Enterprise Community Investment, a $27.3M FHA 220 Loan provided by Bellwether Enterprise, a Sponsor Loan and financing of $4M and a small Affordable Housing Energy Grant from ComEd.

Hotel Covent Permanent Supportive Housing in Lincoln Park Chicago, Illinois Constructed in 1906 and originally attached to a 2000+ seat historic theatre, The Covent is located in the Lincoln Park neighborhood of Chicago. The three-story property functioned as an SRO. In the Fall of 2023, The NHP Foundation completed a substantial rehabilitation of The Covent Apartments. Construction at the property has produced 30 new apartments with bathrooms and

kitchens creating contemporary studio apartments for residents. The Covent’s conversion from Single Room Occupancy (SRO) hotel to a modern studio apartment building also brings residents more services in partnership with Renaissance Social Services, Inc. who brings clinical case management on-site; all while preserving Covent’s affordability for Lincoln Park residents. The investment is NHPF’s second SRO deal in Chicago, with a total development cost of $21.6M, which includes $7.9M in federal Low Income Housing Tax Credits (LIHTC) and Historic Tax Credits, $5M of City Home and Affordable Housing Opportunity Funds, $3.1M in IHDA Permanent Supportive Housing Funds and $4.9M of a HUD/FHA 220 loan and a small Affordable Housing Energy Grant from ComEd.

Edwin Berry Manor Apartments Senior Affordable Housing in Chicago, Illinois Edwin Berry Manor Apartments is a senior rental property in the Woodlawn area in Chicago, Illinois. Berry Manor Apartments, located at 737 East 69th Street, consists of fifty-seven (57) apartments in an 8-story residential building with 14 parking spaces. There is a mix of studio, one- and two-bedroom apartments with one bathroom.

The Woodlawn neighborhood, an historically African American community in Chicago, is located on Chicago’s South Side. The future site of the Obama Presidential Library is about two miles northeast of this property. The library has fanned lots of real estate speculation and concern for the preservation of affordable housing, leading local residents to advocate for the Woodlawn Housing Preservation Ordinance. A new Jewel Osco opened one mile north in early 2019, serving both the Hyde Park and Woodlawn communities. Woodlawn had been considered by some as a food desert until this time. The property is immediately surrounded by Martin Temple AME Zion Church and a mix of housing types. A substantial rehabilitation of the property was completed in 2023. NHPF is preserving and maintaining the 57-unit affordable property built in 1991, making it the fourth property the organization has acquired or built in Chicago in the last five years and the first specifically for seniors. The rehabilitation was made possible by a total development cost of $18.3M, which includes a $5.8M FHA 221d4 loan by Merchants Capital, $1.7M from Illinois Housing Development Authority (IHDA), $6.5M of LIHTC Equity from National Affordable Housing Trust (NAHT) and UnitedHealth Group, seller financing and proceeds of $3.6M, and a small Affordable Housing Energy Grant from ComEd.

Harvest Homes Apartments Affordable Transit-Served Location in Chicago, Illinois NHPF partnered with People’s Community Development Association of Chicago, Inc., a community-based not-for-profit organization, as co-general partners and co-developers on the construction of 36 new 100% affordable family units in Chicago’s East Garfield Park neighborhood. The project is the largest new residential construction in the neighborhood in the last 15 years. The location is one half block from Garfield Park and close to the Garfield Park Conservatory.

The property is just north of the Eisenhower Expressway (interstate 290), connecting residents with job centers in the western suburbs and Downtown Chicago. The Illinois Medical District, another important job generator, is just 2.5 miles east of Harvest Homes. A stop for the Chicago L’s blue line that provides service to the Loop and O’Hare Airport is a about a seven minute walk from Harvest Homes. Phase I was made feasible through a total development cost of $14.1M, made up of $11.9M of LIHTC Equity provided by Enterprise Community Investment, City TIF funds of $1M, $185K of Donation Tax Credits, and $365K of Sponsor financing. A Phase II at the corner of W. Jackson Boulevard and S. Homan Avenue, is proposed to include a three story building, to anchor the corner, enhance the built environment, and improve the quality of life for the community, the future residents and the surrounding neighborhood. The new 60,000 sq. ft. development would contain 48 new one, two, and three-bedroom affordable units, for individuals and families.

NHPF BUILDS Connecticut

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. Our roots doing business in the Nutmeg state date to 1998 with the acquisition and renovation of at Bayview Towers in Stamford, our preeminent example of successful redevelopment using Federal Low Income Housing Tax Credits. Since 1998, the organization has continued to invest in affordable housing in Connecticut and has developed excellent relationships at the municipal, county and state level, partnering and collaborating on intricate deals that benefit both residents and the surrounding communities. NHPF Builds Connecticut. Our organization currently owns and operates two properties in Connecticut, representing 350 units of affordable housing set aside for families and seniors in Stamford and Waterbury. These properties provide significant investment in the housing stock of their local communities and represent a variety of housing types and architectural styles, from townhouse-style living to traditional apartment towers. NHPF’s endeavors in Connecticut have included innovative investment structures designed to leverage private investment to preserve affordable housing in the Nutmeg state. The result of those efforts—the PNC-Urban Atlantic Fund—preserved three affordable properties in the state while allowing NHPF the opportunity to evaluate those properties for potential redevelopment. The redevelopment of Exchange Place Tower in Waterbury, 150 units of affordable housing for seniors, was the end result of this collaborative process. The PNC-Urban Atlantic Fund’s legacy— affordable housing for the citizens of Connecticut and healthy returns for investors—sets a blueprint for sustainable affordability in the Northeast. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health, and well-being. Preserving and building upon Connecticut’s valuable stock of affordable housing is NHPF’s animating objective in the state and by working closely with state, county, and city officials. Looking to the future, we are pleased to be working with WRSHIP at MLK Tyler Street Family Housing in New Haven. WRSHIP, incorporated in 2001, is the New Haven “SHIP” of a national movement of self-help investment plans active since the 1960s and organized by African-American communities which pooled their resources to undertake development in their communities. This 56-unit, mixed-use development is scheduled to break ground in 2022.

Bayview Towers 300 Tresser Boulevard, Stamford, CT 06901 / 200 units

Built in 1973, Bayview Towers was in need of substantial, occupied renovation. The financing for this project included tax-exempt bod permanent debt, seller financing, Federal LIHTC equity, existing property reserves, and Connecticut Housing Contribution Credits contributed by Connecticut Light and Power. The major work done during the full on-site relocation process included kitchen and bathroom upgrades, energy efficient appliances, new flooring, replacement of domestic and sanitary plumbing lines, new windows, new electrical panels, new AC units, new roofs, conversion of a portion of units to be handicap accessible, exterior concrete repairs and reinforcements, energy efficient lighting, and a new look for the exterior of the buildings.

Exchange Place Tower 44 Center Street, Waterbury, CT 06702 / 150 units

NHPF completed the $13 million purchase of Waterbury, CT senior affordable property Exchange Place Tower in the summer of 2020. The original construction of the building was made possible with rental assistance support from the U.S. Department of Housing and Urban Development and its residents continue to benefit from the rental assistance program. NHPF began extensive renovations on the

150-unit property directly following acquisition, remodeling kitchens and bathrooms, and installing new energy efficient windows, accessibility improvements, and fixtures that use less electricity and water. Renovation of Exchange Place Tower is projected to be completed in the fall of 2021. Exchange Place Tower has facilities that allow for on-site healthcare activities including wellness visits. As part of the renovation, Exchange Place Tower will also become more sustainable: Eversource, the regional energy utility, is assisting in converting the property from an oil-fired heating and hot water system to a new, highly energy efficient natural gas-fired system.

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. We are proud to say that NHPF owns a total of 1,519 units in the District, more than in any other geographic area in the country. The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. We are proud to say that NHPF owns a total of 1,519 units in the District, more than in any other geographic area in the country. The organization was founded in the District of Columbia as a not for profit corporation in 1989, thus ensuring a substantial future presence in Washington, DC. Our first property in the District, The Roundtree Residences, was built in 2013 and NHPF now owns 10 properties in the District. The Roundtree Residences was co-developed as a ground-up project in coordination with the Allen Chapel AME via NHPF’s Affiliate Program, which partners with under-resourced community, religious, or other local organizations to provide expertise and funding. The Roundtree Residences, an environmentally sensitive project, was completed on time, under budget, and has won several awards. Since 2013, NHPF has developed five more properties via the Affiliate Program and seven through the District’s unique TOPA program (The Tenant Opportunity to Purchase Act of 1980). TOPA affords tenants living in the District of Columbia unique rights to assume control and agency over their housing circumstances. TOPA gives residents and tenants’ associations a first shot at purchasing the building in which they live. The TOPA process contains specific procedures which ensure tenants have enough time to assemble the right financing, negotiate a fair contract, and settle with the landlord on the sale of the property. Properties developed via TOPA include Takoma Place, which has recently completed an extensive renovation and Parkchester Apartments, a valuable source of affordable housing in Southeast DC. The acquisition and rehabilitation of Parkchester Apartments was followed by two additional

TOPA acquisitions: Benning Heights Apartments and Woodmont Crossing Apartments. Currently, NHPF is overseeing the renovation of another TOPA property, Anacostia Gardens Apartments. Looking to the future, Columbia Heights Village and Ridgecrest are major redevelopments in the works for the coming years. Columbia Heights Village will include the additional construction of several hundred units. Needless to say, NHPF’s portfolio and previous developments have led to excellent community, municipal and government relations in the District.

NHPF Builds the District of Columbia.

Today, NHPF is proud to be undertaking several major new construction projects . Via the NHPF Affiliate Program, the organization is proud to be building The Strand. NHPF, The Warrenton Group (TWG), and the Washington Metropolitan CDC (WMCDC), a faith-based affiliate, collaborated to develop this landmark project in an historically underserved community. The Strand is a mixed-use, mixed-income development featuring an 86-unit midrise building (new construction), new retail space (10,000 SF) and the renovation of an historic theater in Washington, DC’s Deanwood community. In addition, ground has been broken on the ground- up construction of 41 units of affordable housing at 17 Mississippi Avenue in the Congress Heights area in DC’s Ward 8. It will feature nine units of permanent supportive housing for people who are experiencing homelessness or are in need of mental health support. NHPF is dedicated to preserving and creating sustainable, service-enriched multifamily housing, and single-family homes that are both affordable to low and moderate income families and seniors, and beneficial to their communities. Preserving and expanding access to affordable housing in our nation’s capital is just one way that NHPF strives to build and preserve more equitable, resilient communities that people can afford.

NHPF BUILDS THE DISTRICT OF COLUMBIA

Anacostia Gardens 3600 Ely Place SE, Washington, DC 20019 / 100 units Anacostia Gardens Apartments is a 100-unit market rate property located in Washington, DC’s Fort DuPont neighborhood of Ward 7. The property was built in the early 1960s and consists of one E-shaped building with flat roofs. It is adjacent to the Washington

Nationals Youth Baseball Academy and is located in a Qualified Census Tract (QCT). Anacostia Gardens Apartments offers 37 one-bedroom / one-bathroom units, 49 two bedroom / one-bathroom units, and 14 three-bedroom / one and a half-bathroom units. The apartment units have gas heating and hot water, and electric for lights, appliances, and air-conditioning. Each unit has its own heating system and hot water heater. The NHP Foundation embarked on a moderate rehabilitation of Anacostia Gardens in early 2020 in order to provide upgrades to all major building systems, as well as refurbishment of the facility’s common areas and exteriors. This rehabilitation improved Anacostia Garden’s long-term financial viability and market appeal, thereby preserving this affordable property for another generation.

Benning Heights 4807 Alabama Avenue SE, Washington, DC 20019 / 148 units Benning Heights Apartments is a 148-unit all brick, garden style walkup apartment community. The property is made up of one-, two-, and three-bedroom units, all spread over 24 two-story buildings.

redeveloped into a 3.1 million square foot mixed-use campus. NHPF and the Takoma Place Tenants Association recently partnered to complete a $31.7 million rehabilitation of the property using low income housing tax credits as well as subsidies provided by the DC Government.

The Strand Residences 5119 Nannie Helen, Burroughs Ave NE, Washington, DC 20019 / 86 units Once completed in the first quarter 2021, The Strand Residences will bring 86 affordable apartments (71 one-bedroom and 15 two-bedroom units) to the Deanwood neighborhood. One-third of the units (or

twenty-eight units) will be replacement housing for the nearby Lincoln Heights and Richardson Dwelling properties and will be affordable to households who earn less than 30% of the area median income. The building also has two retail bays for neighborhood- based companies, a gym and bike locker, a patio and lounge, and two large community rooms. The Residences is next door to the Strand Theater, a historic landmark that the NHP Foundation intends to renovate in 2020.

17 Mississippi Apartments 17 Mississippi Avenue SE, Washington, DC 20032 / 41 units Due to be completed in mid-2023, 17 Mississippi Apartments will provide 41 units of newly constructed affordable housing in the Bellevue neighborhood of Southeast Washington, DC. This new six-story building—four wood-framed stories on top of a two-

story concrete podium—will be built into a gently sloping hillside on the south side of Mississippi Avenue and will provide 10 on-site parking spaces. The units will be a mix of studios, one bedroom, and three bedroom apartments.

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. Our roots in the Sunshine State date back to 1997 with the acquisition and rehabilitation of a trio of affordable housing properties in Tampa, St. Petersburg, and Lauderhill. Since then, the organization has continued to invest in affordable housing in Florida and has developed excellent relationships at the municipal, county and state level, partnering and collaborating on intricate deals that benefit both residents and the surrounding community. NHPF Builds Florida. Our organization currently owns and operates four properties in Florida, representing 908 units of affordable housing set aside for Floridian families. Our focus on providing much needed affordable housing in the booming South Florida market has resulted in successful, sustainable properties in the cities of Sebastian, Boynton Beach, Florida City, and Cutler Bay. These properties provide significant investment in the housing stock of local communities and represent a variety of housing types and architectural styles. Today, NHPF is proud to be undertaking another significant investment in Florida with the substantial redevelopment of Sunset Bay Apartments in Cutler Bay. This $80 million project will preserve 308 units of much-needed affordable housing in the Miami-Dade metro area for another generation. The rehabilitation of Sunset Bay will upgrade all building systems, kitchens, and bathrooms while substantially enlarging the community center and achieving Enterprise Green Community Certification through our efforts at increased sustainability. Construction at Sunset Bay is due to be completed in 2022. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health and well-being. Built in 2005, Pelican Isles is a 12 building, 2-story, garden-style multifamily apartment complex that contains 150 total units over a 17.18 acre parcel located in beautiful Sebastian, Florida. The rental units are composed of spacious one, two, and three bedroom apartment homes. Redland Arms Apartments, located in Florida City, Florida, is a 10-building 66-unit, garden-style property featuring a mix of one-, two-, and three- bedroom units. Built in 2002, Redland Arms was a year-15 property that is in its extended use period. Access to the Florida Turnpike and public transportation are just one block away from the property. Residents enjoy many amenities including a swimming pool, playground, fitness center, computer center, and well-landscaped grounds. Sunset Bay was built in 2001 and had been well-maintained but had building systems

that were past their useful life. The property had become dated in comparison with other properties in the Cutler Bay submarket. The redevelopment of Sunset Bay furthered a successful joint venture between NHPF and TPI, Inc. This rehabilitation preserved the property’s affordability for the long term, increased marketability, and addressed long term capital needs of an existing affordable housing property serving over 500 residents.

Beginning in 1995 with the acquisition of Oakbrook Apartments, The NHP Foundation (NHPF) has long had a presence in the greater Houston area, which it is now seeking to rapidly expand as the booming Houston economy demands more safe, affordable housing for its residents. NHPF, a leading provider of affordable housing in 16 states and the District of Columbia, acquired its second and third properties in the City in 2013 and 2014. Now, NHPF has embarked on a bevy of new construction projects for the neediest citizens of Space City. The acquisition of Pepper Tree Manor and Cleme Manor Apartments in 2013 and 2014 were made possible via the outstanding relationships we have cultivated with the City of Houston and Mayor Sylvester Turner as well as Representative Sheila Jackson Lee, whose district includes the 5th Ward where Cleme Manor is located. NHPF Builds Houston. In partnership with the City of Houston, NHPF completed a substantial redevelopment of Cleme Manor, providing ongoing management and security enhancements that have resulted in a 27% decrease in crime in the area. NHPF’s adherence to ESG investment principles has helped Cleme Manor Apartments become an integral part of the revitalization of the community. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health and well-being. Working with the Harris County Housing Authority and the City of Houston Housing and Community Development Department, NHPF is undertaking construction of three new construction projects which include a mix of valuable senior living, units of permanent supportive housing, and multifamily units. Those projects, Temenos Apartments, The Citadel Apartments, and RoseMary’s Place Apartments, are being constructed in partnership with local non-profits and stakeholders, ensuring that local communities are integrally involved in the development process from day one. For example, NHPF is partnering with Temenos Community Development Corporation on the Temenos Apartments complex. Temenos’ mission is to provide affordable housing opportunities, supportive services, and employment resources to low- to extremely low income persons in the Houston area on their journey to self-sufficiency. Situated on 15 acres in Houston, Texas, Peppertree Manor is comprised of 250 one- and two bedroom units. Constructed in 2006, Pepper Tree provides affordable upscale living for seniors aged 55 and older. Amenities include granite countertops, 9-foot ceilings, crown molding, and energy-efficient features. The community offers a lap pool, a vegetable and flower garden, a comprehensive fitness center, a fully equipped business center, library, clubhouse, and entertainment areas.

Cleme Manor Apartments 5300 Coke Street, Houston, TX 77020 / 284 units

Originally constructed in 1970, Cleme Manor is situated on 12.8 acres east of downtown Houston in the Greater Fifth Ward-Finnegan Park neighborhood. There are a total of 284 residential units in Cleme Manor’s 24-building garden style community.

The surrounding neighborhood is in the midst of a comprehensive City of Houston redevelopment with over $35 million in streetscape improvements, multifamily housing construction, and single family rehabilitations. Cleme Manor is part of the City’s Tier 1 redevelopment zone, an area which has received targeted city investments. At the time of its acquisition, Cleme Manor had not undergone a comprehensive rehabilitation in over 20 years, and many of the building elements had reached the end of their useful economic lives. A substantial and comprehensive rehabilitation of the property was required. Construction included demolition down to the studs, disposal of asbestos-containing materials, replacement of all windows, doors, existing interior wiring, kitchen and bathroom cabinets, countertops, fixtures, sinks, toilets, 75% of all tubs, re-piping all waterlines, repair and replacement of sewer vent and sanitary piping, replacement of the property’s existing HVAC system with new equipment meeting modern energy efficiency standards, and a complete renovation of the property’s office, laundry and community service areas. The redeveloped property includes ample space for resident services and new landscaping and exterior recreation areas for children and adults.

Temenos Place Apartments 1703 Gray Street, Houston, TX 77003 / 95 units

Construction on Temenos Place Apartments, a 95-unit Permanent Supportive Housing building, began in the Summer of 2021 and is slated to be completed in 2023. Temenos Place will be a six- story elevator-served podium building consisting of 95 efficiency apartments, shared space for supportive service programs, and office space for The NHP Foundation’s partner in this development, Temenos Community Development Corporation. All units will be efficiencies with full kitchens and baths. The building will meet ICC 700-2020 National Green Building Standards. The new community space will provide a robust permanent supportive services program designed to prevent 95 households from being displaced into homelessness.

The Citadel Apartments 3331 Elgin Street, Houston, TX 77004 / 74 units

Houston’s senior citizens have a new place to call home: The Citadel Apartments. This newly-constructed building features 74 sparkling new studio and one-bedroom apartments in a handsome mid-rise building in Houston’s historic Third Ward. The Citadel is located within walking distance of a new light rail stop as well as three separate bus lines, ensuring quick and abundant public transport for residents of this burgeoning new community. Furthermore, The Citadel is surrounded by community amenities such as grocery stores, parks, health facilities, and several public libraries.

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. Our roots doing business in the Old Line state date to 2013 with our affordable senior housing property at Bolton North in Baltimore. Since 2013, the organization has continued to invest in affordable housing in Maryland and has developed excellent relationships at the municipal, county and state level, partnering and collaborating on intricate deals that benefit both residents and the surrounding community. NHPF builds Maryland. Our organization has been busy acquiring and rehabilitating five additional properties in Maryland serving seniors and families in Baltimore, Cambridge, and Hagerstown. These properties provide significant investment in the housing stock of local communities and represent a variety of housing types and architectural styles, from townhouse-style living to traditional apartment towers to NHPF’s first foray into single-family affordable rental units. Today, NHPF is part of a movement to provide more equitable housing in the state with the acquisition and rehabilitation of Hollander Ridge, 94 units of scattered site housing in high opportunity areas in Baltimore providing the benefits of home ownership without the high barriers to entry. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways – services that families and seniors draw on to expand opportunities for education, financial growth, health and well-being. Evolving housing in Maryland from restrictive covenants to today’s rich tapestry of choices is just one way that NHPF strives to build and preserve more equitable, resilient communities that people can afford. Our spacious floor plans, professional staff, and location will make coming home a vacation. The ten-story property, prominently located in the center of downtown Hagerstown, also includes over 30,000 square feet of commercial and community space.

Bolton North 1600 W. Mount Royal Avenue, Baltimore, MD 21217 / 209 units

Bolton North is a 209-unit senior housing high-rise located close to Baltimore’s scenic Inner Harbor. This senior- housing community is situated in the historic and thriving Bolton Hill neighborhood, a community known for its tranquil, tree-lined streets populated by restored mid to late 19th-century three-and four-story townhouses, urban mansions, churches, and public buildings.

Bolton North, purchased with our development partner Urban Atlantic through the PNC fund in 2014, underwent a moderate rehabilitation, handled as a tenant in place relocation. It included four primary scopes of work: windows in the entire building were replaced from the inside; fire sprinkler systems were extended into every unit; basic unit work was be done in about a third of the units (e.g. replacing light fixtures, cabinets, and appliances); 11 units were converted into barrier-free units.

Calvin Mowbray Park & Stephen Camper Park 700 Weaver Avenue, Cambridge, MD 21613 / 190 units

The Housing Authority of the City of Cambridge, Maryland (CHA), made the decision to participate in the Rental Assistance Demonstration (RAD) Program administrated by HUD in order to substantially rehabilitate this aging portfolio of 190 units which NHPF is managing as an on-site relocation. HUD created the RAD Program to foster public and private partnerships that are capable of completing renovations on a large scale. As a result, CHA has partnered with The NHP Foundation and a local developer to undertake a comprehensive rehabilitation of the property with LIHTC. Calvin Mowbray Park & Stephen Camper Park was purchased in 2016 and completed a substantial renovation in 2019. The property was built in 1972 and 1973 by the Housing Authority of Cambridge and contains a total of 88 buildings featuring 190 units from one- to five-bedrooms. The property’s renovated units feature kitchen upgrades, installations of washers and dryers, bathroom upgrades, and much more.

NHPF BUILDS MARYLAND

Hollander Ridge 3000 Rockwood Avenue, Baltimore, MD 21237 / 94 units

Working with the Housing Authority of Baltimore City, NHPF acquired and undertook a major rehabilitation of Hollander Ridge, a 94-unit, single-family home RAD redevelopment available to families who earn 60% of AMI or less in Baltimore City, Maryland. These homes are in neighborhoods described as areas of high opportunity, with strong and diverse communities,

high performing schools, low crime, low rates of poverty and neighborhood amenities including access to grocery stores, medical facilities and community centers. The single-family housing types are representative of the City’s architectural diversity which includes townhomes, single-family detached and semi-detached homes. Since all residents were newly moving in from other housing, no relocation efforts were involved. The acquisition and redevelopment costs of the Hollander Ridge development totaled $41 million.

Overlook Manor Townhouses 121 Tillman Place, Frederick, MD 21703 / 63 units

Overlook Manor was acquired on November 24, 2020 and is planned for a moderate rehabilitation using a HUD-insured mortgage, short-term tax-exempt bonds and Low-Income Housing Tax Credits. The property was built in 1985 and contains 63 townhouse units in 9 buildings (plus an office). The moderate rehab would include replacement of most kitchen and bathroom components, HVAC equipment, water heaters, windows, light

fixtures and flooring. Substantial work would also be done to the building exteriors, such as replacement of all roofs that haven’t been replaced in the last few years, and patching/seal coating of the parking lot. In addition, extensions would be added to the first floor of three end units to create barrier free (ADA) units.

Princess Anne Townhouses 30475 Pine Knoll Drive, Princess Anne, MD 21853 / 120 units

This year-15 tax credit property has 120 LIHTC units with 54 units covered by a Section 8 contract, each featuring two, three or four bedrooms. NHPF acquired the garden- style property in 2018 and committed to providing updated kitchens, baths, major HVAC systems, and in some cases, additional bedrooms to provide increased accessibility. This renovation will provide temporary onsite relocations for all

residents. Post-rehabilitation Princess Anne will be an energy-efficient property in compliance with Enterprise Green Standards, and the property will also benefit from resident services via NHPF’s subsidiary Operation Pathways. Community amenities include a freestanding brick clubhouse with leasing offices, on-site laundry facility, business center and fitness center, along with a large central playground. The renovation of Princess Anne will be completed in 2022, with 100% of residents being relocated on site during the rehabilitation.

NHPF BUILDS Massachusetts

The NHP Foundation (NHPF), a leading provider of affordable housing in 16 states and the District of Columbia, acquired its first property in the Bay State in 1997 with Ships’ Cove Apartments in Fall River, and continues to actively seek new avenues for the development of affordable housing in Boston and beyond. Our most recent acquisition in Massachusetts is Blue Mountain Apartments in 2020, a 217 unit scattered-site property with valuable three, four, and five bedroom units for Massachusetts families. This historically significant property in the Roxbury neighborhood of Boston was acquired and preserved by NHPF, and is undergoing a significant renovation scheduled for completion in 2022. The rehabilitation was partially financed using a significant amount of State and Federal Historic Tax Credits, ensuring the preservation of these historically and architecturally significant apartments. NHPF Builds Massachusetts. NHPF prides itself on its ability to maximize rehabilitation efforts at our properties while minimizing disruption to residents. Both of our Massachusetts properties offer excellent examples of this kind of conscientious work. The rehabilitation of Ships’ Cove was a resident in-place renovation, where extensive repairs were conducted while residents were able to remain in their units. The substantial work being done at Blue Mountain necessitates a full, temporary relocation of residents, an endeavor NHPF has successfully completed many times with minimal disruption to residents’ lives. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health and well-being. Expanding on the organization’s excellent working relationship with MassHousing, NHPF is currently working with the City of Boston’s Planning and Development Agency (BPDA) to redevelop part of the Nubian Square area into affordable rental housing. This mixed-use project, under development with our local partner Urbanica, will bring both affordable and market rate housing, as well as community commercial space, to a historic area of Roxbury. Preserving and expanding access to affordable housing in the Bay State is just one way that NHPF strives to build and preserve more equitable, resilient communities that people can afford.

Ships’ Cove Apartments 130 Canal Street, Fall River, MA 02721 / 384 units

Ships’ Cove is a high-rise building located centrally to public transportation as well as many other public and commercial amenities. Its residents enjoy incredible views of historic Battleship Cove. The renovation includes improvements to units, common areas, building systems and the building exterior, as well as accessibility improvements and installation of utility-conserving fixtures. These redevelopment efforts have improved the quality of life for current and future residents and secured Ships’ Cove as an important affordable housing resource in Fall River.

Blue Mountain Apartments Scattered Site Project, Boston, MA / 217 units

An ambitious landmark project, Blue Mountain Apartments is a 217-unit

multifamily complex composed of 19 walk- up buildings built between 1910 to 1930 in the Roxbury neighborhood of Boston. The buildings were last renovated in the late 1980s through a combination of LIHTC equity and the Section 8 Rental Assistance program. NHPF’s acquisition of the property ensured the preservation of Blue Mountain’s affordability in a Boston neighborhood currently undergoing a significant period of gentrification. The substantial rehabilitation

of the 19 buildings, scheduled for completion in 2022, will extend the useful life of the property and expand the amenities on offer to resident while preserving buildings that the Massachusetts Historic Preservation Office and National Park Service have both determined to have historical significance to the Roxbury neighborhood.

NHPF BUILDS New Jersey

The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. Our roots doing business in the Garden State date to 1996 with the acquisition and subsequent LIHTC redevelopment of Hollybush Gardens in Glassboro. Since 1996, NHPF has continued to invest in affordable housing in New Jersey and has developed excellent relationships at the municipal, county and state level, partnering and collaborating on intricate deals that benefit both residents and the surrounding community. NHPF Builds New Jersey. Our organization has successfully completed one other acquisition and subsequent LIHTC rehabilitation in New Jersey with our Washington Dodd Apartments property in Orange. Both Hollybush Gardens and Washington Dodd are excellent illustrations of NHPF’s expertise in executing complex LIHTC transactions. The objective of the LIHTC program when it was instituted in 1986 was to draw private investment into the creation, preservation, and rehabilitation of affordable housing in a sustainable fashion. NHPF’s success with Hollybush Gardens and Washington Dodd represent the ideal outcome of the program: quality, affordable housing for New Jersey families for generations to come. Today, NHPF is pushing to bring that same success to New Jersey’s largest city with the Project Based Section 8 Belmont Portfolio consisting of New Irvine Turner Apartments and New Center City Apartments in Newark. The acquisition and comprehensive renovation of these properties was financed through local and federal partnerships with the New Jersey Housing and Mortgage Finance Agency and the U.S. Department of Housing and Urban Development. The renovation will ensure that residents of Newark will continue to have access to safe, affordable housing in the face of substantial urban redevelopment in the City.
