NHPF BUILDS The District of Columbia
The NHP Foundation (NHPF) is a leading provider of affordable housing in 16 states and the District of Columbia. We are proud to say that NHPF owns a total of 1,577 units in the District, more than in any other geographic area in the country. The organization was founded in the District of Columbia as a not-for-profit corporation in 1989, thus ensuring a substantial future presence in Washington, DC. Our first property in the District, The Roundtree Residences, was built in 2013 and NHPF now owns ten properties in the District. The Roundtree Residences was co-developed as a ground-up project in coordination with the Allen Chapel AME via NHPF’s Affiliate Program, which partners with under-resourced community, religious, or other local organizations to provide expertise and funding. The Roundtree Residences, an environmentally sensitive project, was completed on time, under budget, and has won several awards. Since 2013, NHPF has developed five more properties via the Affiliate Program and seven through the District’s unique TOPA program (Tenant Opportunity to Purchase Act of 1980). TOPA affords tenants living in the District of Columbia unique rights to assume control and agency over their housing circumstances. TOPA gives residents and tenants’ associations a first shot at purchasing the building in which they live. The TOPA process contains specific procedures which ensure tenants have enough time to assemble the right financing, negotiate a fair contract, and settle with the landlord on the sale of the property. Properties developed via TOPA include Takoma Place, which has recently completed an extensive renovation, and Parkchester Apartments, a valuable source of
affordable housing in Southeast DC. The acquisition and rehabilitation of Parkchester Apartments was followed by two additional TOPA acquisitions: Benning Heights Apartments and Woodmont Crossing Apartments. Currently, NHPF is overseeing the renovation of another TOPA property, Anacostia Gardens Apartments. Looking to the future, Columbia Heights Village and Ridgecrest are major redevelopments in the works in the coming years. Columbia Heights Village will include the additional construction of several hundred units. Needless to say, NHPF’s portfolio and previous developments have led to excellent community, municipal and government relations in the District.

Today, NHPF is proud to have completed more new housing. Via the NHPF Affiliate Program, the organization constructed The Strand. NHPF, The Warrenton Group (TWG), and the Washington Metropolitan CDC (WMCDC), a faith-based affiliate, collaborated to develop this landmark project in an historically underserved community. The Strand is a mixed-use, mixed-income development featuring an 86-unit midrise building (new construction), new retail space (10,000 SF), and includes the renovation of an historic theater in Washington, DC’s Deanwood community. In addition, NHPF completed ground-up construction of 41 units of affordable housing at 17 Mississippi Avenue in the Congress Heights area in DC’s Ward 8. 17 Mississippi features nine units of permanent supportive housing for people who are experiencing homelessness or who need mental health support.
Anacostia Gardens Nearby to Parks, Recreation Facilities, and Transportation in Washington, DC Anacostia Gardens Apartments is a 100-unit market rate property located in Washington, DC’s Fort DuPont neighborhood of Ward 7. The property was built in the early 1960s and consists of one E-shaped building with flat roofs. It is adjacent to the Washington Nationals Youth Baseball Academy and is located in a Qualified Census Tract (QCT). Anacostia Gardens Apartments offers 37 one-bedroom / one-bathroom units, 49 two bedroom / one-bathroom units, and 14 three-bedroom / one and a half-bathroom units. The apartment units have gas heating and hot water, and electric for lights, appliances, and air-conditioning. Each unit has its own heating system and hot water heater. The NHP Foundation embarked on a moderate rehabilitation of Anacostia Gardens in early 2020 in order to provide upgrades to all major building systems, as well as refurbishment of the facility’s common areas and exteriors. This rehabilitation improved Anacostia Garden’s long-term financial viability and market appeal, thereby preserving this affordable property for another generation.

Ridgecrest Village Apartments Affordable Housing in Washington, DC
Ridgecrest Village is a 272-unit apartment development located at 2000 Ridgecrest Court, SE in the Congress Heights neighborhood of Washington, DC. The property consists of 1-, 2-, and 3-bedroom units in 13 three-story buildings. Phase 1 of a two-phase renovation was completed in 2024, and Phase 2 is under construction and will be completed in fall 2025.
Takoma Place Apartments Come Home to Takoma Place Apartments in Washington, DC Takoma Place will provide long-term affordable housing in an up-and-coming Washington, DC neighborhood. Built in 1953, the property consists of seven, four-story apartment buildings. It is located across the street from the former Walter Reed Medical Center, which is being redeveloped into a 3.1 million square foot mixed-use campus. NHPF and the Takoma Place Tenants Association recently partnered to complete a $31.7 million rehabilitation of the property using low income housing tax credits as well as subsidies provided by the DC Government.

The Strand Residences brings 86 affordable apartments (71 one-bedroom and 15 two-bedroom units) to the Deanwood neighborhood. One-third of the units (twenty-eight units) are replacement housing for the nearby Lincoln Heights and Richardson Dwelling properties, affordable to households who earn less than 30% of the area median income. The building also has two retail bays for neighborhood-based companies, a gym and bike locker, a patio and lounge, and two large community rooms. The Residences is next door to the Strand Theater, a historic landmark that the NHPF is also renovating. Completed in 2023, 17 Mississippi Apartments provides 41 units of newly constructed affordable housing in the Bellevue neighborhood of Southeast Washington, DC. This six-story building—four wood-framed stories on top of a two-story concrete podium—is built into a gently sloping hillside on the south side of Mississippi Avenue and provides ten on-site parking spaces for its mix of studios, one bedroom, and three bedroom apartments.
