Beginning in 1995 with the acquisition of Oak Brook Apartments (since sold) in the greater Houston area, The NHP Foundation (NHPF), a leading provider of affordable housing in 16 states and the District of Columbia, acquired its second and third properties in the City in 2013 and 2014. Since then, NHPF has embarked on a bevy of new construction projects for the neediest citizens of Space City as well as its entry into Austin, TX. Theses early acquisitions were made possible via the outstanding relationships we have cultivated with the City of Houston that flourish today. In 2023, NHPF broke ground on its first housing in Austin, Seabrook Square, in partnership with the Austin Housing Finance Corporation and local developer Capital A Housing. Seabrook Square, consists of 204 new rental apartment homes available to households earning at or below 60% of the Area Median Income (AMI) in East Austin. It will also feature several live-work units for local artists and community serving commercial space for small local businesses. NHPF BUILDS HOUSTON In partnership with the City of Houston, NHPF completed a substantial redevelopment of Cleme Manor, providing ongoing management and security enhancements that have resulted in a 27% decrease in crime in the area. NHPF’s adherence to ESG investment principles has helped Cleme Manor become an integral part of the revitalization of the community. We see the path up and out of poverty beginning with multifamily housing enriched with services provided by our subsidiary Operation Pathways—services that families and seniors draw on to expand opportunities for education, financial growth, health, and well-being. Working with the Houston Housing Authority, Harris County, and the City of Houston Housing and Community Development Department, NHPF has completed construction of three new developments which include a mix of senior living, units of permanent supportive housing, and multifamily units. Preserving and expanding access to affordable housing in the Houston metro area is just one way that NHPF strives to build and preserve more equitable, resilient communities that people can afford.

Cleme Manor 5300 Coke Street, Houston, TX 77020 / 284 units
Originally constructed in 1970, Cleme Manor is situated on 12.8 acres east of downtown Houston in the Greater Fifth Ward-Finnegan Park neighborhood. There are 284 residential units in Cleme Manor’s 24-building garden-style community. The surrounding neighborhood is in the midst of a comprehensive City of Houston redevelopment with over $35 million in streetscape improvements, multifamily housing construction, and single-family rehabilitations. Cleme Manor is part of the City’s Tier 1 redevelopment zone, an area which has received targeted city investments. At the time of its acquisition, Cleme Manor had not undergone a comprehensive rehabilitation in over 20
years, and many of the building elements needed to be replaced or rehabbed. A substantial and comprehensive rehabilitation of the property was required. Construction included demolition down to the studs, disposal of asbestos-containing materials, replacement of all windows, doors, existing interior wiring, kitchen and bathroom cabinets, countertops, fixtures, sinks, toilets, 75% of all tubs, re-piping all waterlines, repair and replacement of sewer vent and sanitary piping, replacement of the property’s existing HVAC system with new equipment meeting modern energy efficiency standards, and a complete renovation of the property’s office, laundry and community service areas. The redeveloped property includes ample space for resident services and new landscaping and exterior recreation areas for children and adults. On-site resident services are provided by NHPF’s resident services subsidiary, Operation Pathways. The fulltime Resident Services Coordinator and part-time Food Enrichment Coordinator oversee activities for residents including: · A partnership with the Ligons Movement, a local non-profit, providing meals to children afterschool Monday–Friday · Holiday celebrations
· Senior population events (paint nights, bingo, health & wellness screenings) · Health and wellness screenings with CVS pharmacy and local clinics for residents, both adults and children · Young Audiences weekly meetings for creative engagement for children · Food pantry and housewares offered onsite for residents · A partnership with Share our Strength including a $165,000 grant to support residents

Rasmus-Temenos 1703 Gray Street, Houston, TX 77003 / 95 units
Construction on Rasmus-Temenos, a 95-unit Permanent Supportive Housing building, began in the summer of 2021 and was completed in 2024. Rasmus-Temenos is a six-story elevator-served podium building consisting of 95 efficiency apartments, shared space for supportive service programs, and office space for NHPF’s partner in this development, Temenos Community Development Corporation. All units are efficiencies with full kitchens and baths. The building meets ICC 700-2020 National Green Building Standards. The new community space provides a robust permanent supportive services program designed to prevent 95 households from being displaced into homelessness.
Citadel On Elgin 3331 Elgin Street, Houston, TX 77004 / 74 units
Houston’s senior citizens have a new place to call home: Citadel on Elgin. This newly-constructed building features 74 sparkling new studio and one- bedroom apartments in a handsome mid-rise building in Houston’s historic Third Ward. Citadel on Elgin is located near a new light rail stop as well as three separate bus lines, ensuring quick and abundant public transport for residents. Built in partnership with Change Happens Community Development Corporation, Citadel on Elgin serves low- and
moderate-income residents aged 55 years and older. Operation Pathways provides on-site resident services for all residents and Civic Heart provides wraparound case management services for 11 seniors who qualify for Permanent Supportive Housing.

RoseMary’s Place Apartments 3300 Caroline Street, Houston, TX 77004 / 149 units
In 2023, NHPF broke ground on new construction to create 149 affordable rental apartments for those
experiencing homelessness in Houston. When completed later in 2024, Rosemary’s Place will also feature offices for Magnificat Houses Inc., a 55-year- old nonprofit which welcomes the unsheltered into a dozen family-style group homes, many proximate to RoseMary’s Place. In easy walking distance are St. Joseph’s Clubhouse, MHI’s accredited psycho-social rehabilitation center which empowers the mentally ill, and the Moran Training Center where residents learn useful skills to foster growth in stability, productivity and independence. The brand new housing in the Midtown area is also conveniently located near a transportation hub and several homeless services providers.
North Post Oak Lofts 1300 North Post Oak Boulevard, Houston, TX / 247 units 1255 North Post Oak Boulevard, Houston, TX / 330 units
In 2019, NHPF worked with the Houston Housing Authority’s Public Finance Corporation to acquire two Class A luxury apartment complexes in the high- opportunity North Post Oak neighborhood. The portfolio consists of 247 units at 1300 North Post Oak and 330 units at North Post Oak Lofts. This public-private partnership with the local housing authority enabled NHPF to significantly increase the buildings’ occupancy while also preserving 51% of the units for households at or below 80% of the AMI, including fourteen apartments serving families earning less than 50% of AMI. The remaining 49% of the units are offered at market-rate rents. Residents include teachers, public safety officers,
and young professionals. These properties are a successful example of mixed-income living that affirmatively furthers fair housing by offering lower income families high-quality housing in an amenity-rich area.

NHPF BUILDS AUSTIN
As part of NHPF’s mission, we look at markets in need of affordable housing and partners with whom to create it. To be on track to meet its ten-year goal of 60,000 units of affordable housing serving households earning at or below 80% MFI by 2028, Austin needs to have built an additional 10,990 affordable units in this three- year period. Along with Austin Housing Finance Corporation (AHFC) and local developer Capital A, NHPF seeks to help make that happen.
Seabrook Square 3511 Manor Road, Austin, TX 78723 / 204 units
Our first development in the capital of the Lone Star State is Seabrook Square. This new construction project, co-developed with AHFC and Capital A Housing, is currently under construction in the heart of Austin on city-owned land. It will provide 204 much-needed units of affordable housing, ranging from studios to 4-bedrooms. Seabrook Square will be spread across two separate buildings and on-site parking will be provided in a structured garage with 237 parking spaces. The buildings will have laundry facilities and a property management office on-site. In addition to providing affordable housing in a rapidly growing urban area, Seabrook Square will also feature
3,000 square feet of commercial space for two local small businesses: Raasin in the Sun (a local artist and art incubator space) and Origin Studio House (a minority-owned café). The project will also include a public plaza with murals painted by local artists and a rain garden, as well as a community center for local residents.
